SCOTCH PRODUCERS URGE SPEEDY W.T.O. TALKS

Scotch Whisky producers are calling on world trade negotiators to agree at their meeting in Seattle next week to launch a comprehensive new round of trade talks.

Among the main concerns which the industry wishes to see included are significant import tariff reductions; a loosening of non-tariff barriers such as monopoly controls; reductions in excessive documentation and advertising restrictions; and a strengthening of the protection for geographical descriptions so that Scotch Whisky is protected as a drink which can only be made in Scotland.

The Director General of The Scotch Whisky Association, Hugh Morison, said: Trade liberalisation is crucially important to Scotch Whisky producers who face some form of barrier to trade in around 130 of the 200 markets in which Scotch is sold.

He added: Scotch Whisky competes in the international market place, and appeals to consumers all over the world. If those consumers and the industry are to benefit from the forthcoming trade talks, it is essential that they are concluded in a reasonable period and deliver significant reductions in tariffs as well as the liberalisation of restrictions currently imposed on the industry.

Trade negotiators should set themselves a target of 2003 for conclusion of the talks, with full implementation of all agreements no longer than five years later.
